H.E. Dr. Aisha Bint Butti Bin Bishr

Dr. Aisha is a seasoned digital transformation leader with over 27 years of experience in ICT development and public sector governance. She has a proven track record of driving impactful digital transformation initiatives, most notably as the Director General of the Smart Dubai Department.

In this role, she led the implementation of various strategies, including the Blockchain 2016 strategy, AI Roadmap and Ethics 2017, UAE Pass project 2018 across the nation, the unified City services platform Dubai Now, and Dubai Payment Gateway, which collected AED 18 billion in 2019.

She also launched the Future Blockchain Summit, attracting 12,000 attendees in 2018, led the Happy Cities Committee under the Global Happiness Council, and released two cycles of reports in 2017-2018 and 2019-2020. Additionally, she implemented the Dubai Paperless Strategy, targeting the full utilization of all digital solutions invested in the government. This initiative resulted in 100% of internal processes being digitized, eliminating 1 billion pieces of paper used by the government each year.
